​as a Delegate in 2020
​in Indiana

To be eligible to be a state delegate, you must be a registered voter.  If you’ve voted in primary elections in the past you must have voted as a Democrat.  If you’ve voted as a Republican in the past, you may need permission from your county’s Democratic party chair.

No need to campaign.  In almost all cases your name won’t even appear on the primary ballot since you’ll have no opponents.  (The county saves the primary voters’ time by keeping the ballots short and simple.  In uncontested races you automatically “win”.)

When you win, congratulations!  You attend the state convention and vote for the national delegates.  Frankly, most of the votes at the state convention are pro forma, but still you need to show up as a state delegate to be sure your candidate is properly represented.

After you win your local election, if you want to be a delegate to the national convention then you send an official form to the state party before the state convention.  The cost of traveling to the convention in Milwaukee will be your responsibility, so it’s up to you whether you want to spend several hundred dollars, or thousands.

In almost all cases the party draws the national delegates from the list of state delegates.  That means that if you want to be a national delegate it’s important to be a state delegate first.

Be a Democratic Delegate
​in 2020

​​Please consider filing the form to “run” for the position of state delegate.  You’re only committing yourself for one day.  In some Indiana counties there's a charge of $50 or less to attend the convention, but in the past the Lake County Democratic Party has picked up the expense for its delegates.

After you file for state delegate, you might decide you want to be a national delegate yourself.  You certainly will elect people to represent you at the national convention, deciding who will run against Donald Trump in one of the most important presidential elections in our lives.

​WHO:   Do you support a particular Democratic party candidate?  Then your candidate needs you to show your support at the Indiana Democratic party convention in 2020.
 
WHAT:  Delegates attend the one-day Indiana Democratic (INDEMS) party convention.  At the convention they vote on a number of things.  The most important vote to many of us is on who represents our candidate at the Democratic National Convention.  Delegates to the national convention elect the party’s nominee in the general convention.
 
WHY:    At the national convention, delegates from each state pledge to cast their votes for the Democratic party’s official nominee.  The state parties are obliged to send “pledged delegates” based on the number of votes in the state’s primary election.  To do that, they need enough delegates from each of the state’s congressional district.  Those national delegates must be firmly committed to their candidate so that they’ll stick with their candidate through what may be several rounds of ballots at the national convention. 

You, as a state delegate, will elect national delegates at the state convention.  If you firmly support your candidate, even if you can’t attend the national convention, you play an important role at the state convention by electing strong delegates to the national convention.
 
WHERE: 
  • State convention—the Indiana Democratic Party hasn’t announced a location for the 2020 state convention, but it will almost certainly be in Indiana Convention Center in Indianapolis.
  • National convention—The Democratic party’s national convention will be at the FiServ convention center in Milwaukee. 
 
WHEN:
  • File a notarized CAN-37 by noon on February 7, 2020.  There's a link to a PDF of the form on this page.
  • The state party convention will take place on June 13, 2020

HOW:   People who want to be state delegates file form CAN-37 with their county elections board in February, 2020.  There’s no charge to be a state delegate.
